Kickdown doesn't work always!!

Kickdown doesn't work always!!
Hello,
I have C class c240 w203 2003
I have a weird problem kickdown won't work always, I did scan it with star and several mechanics did tests on throttle body and on everything but everything seems fine.
So the problem is if rpm is higher than 4000 it won't kickdown or sometimes kickdown but it will shift to gear 3 and will not run in full performance
If the car was running 3000 rpm or lower if I kickdown the car shifts to gear 2 and will run in full performance.
So what might be the problem because I changed throttle body and sensor and reprogrammed it but same result still.
Also I tried switching to W mode to S in transmission but still same problem
W seems to give me better performance
Anyone can help to solve this problem.
