Battery going dead

0.4A parasitic drain (car is unlocked), goes down to an acceptable 0.1A after removing BOTH fuses 40 and 42 in the cabin.
The fuses are for Emergency Call System (40) and Instruments (42). Removing ONE of the fuses keeps the drain at 0.4 A
Also when locked, the drain oscillates around 3A, but I can't tell if it would go down after some initialization which possibly is prevented by delivering the current through thin probes of the Ammeter. What do people get when they measure current with a car locked? What does it start with and what does it end with? What to do next?
I would expect even a locked car to draw no more than a fraction of an A. Thanks!
