Looks like you’re outside the USA.
that is pneumatic adjusters for headlight beam height.
you have xenon.
do you have a thumb dial in the headlight panel? If so, that’s the adjuster.
the only MB I had with pneumatic adjustment was a w123. The numbering went 0 123 meaning zero people in the back seat to 3, or, 3 as needed for trunk loaded.
