11-99 Foundation
The other day I saw a nice new black CL55 AMG stopped in front of me at a light. Very nice car.
I noticed the license plate frame said "11-99 Foundation". Seen that on other cars before, didn't know what it was. Looked up on Google, turns out it is a charity for the California Highway Patrol (CHP) that gives out benefits to families of CHP officers and employees in case of tragedy. Seems like a worthy cause.
But the cynic in me wonders, why does that CL55 AMG driver have 11-99 plate frames? Sure, he's proud he's supporting a good cause, but is he maybe hoping if he gets pulled over for speeding, the CHP officer sees the frame and maybe gives him a pass? A little "side-benefit"?

That's what I thought. I wonder if CHP officers actually cut them some slack, or if they're annoyed by it.

When someone joins the 11-99 foundation, they are given a licence plate frame, ID card, and car registration holder. All these three items are presnted to an officer if pulled over. It's an unwritten rule that most will not issue a ticket to these people. If you have an 11-99 license plate, but do not have the ID or registration holder if you're pulled over, believe me, you will have the book thrown at you. The price of having these items on or in your car? $1,800.
Oh, and you can't just join the foundation.. You need to be referred and reccomended by an existing member. In my opinion, it's about as effective as a radar detector.

Even valid members of the 11-99 foundation get tickets. Believe me, if you deserve a ticket the officer wants to write you one, you shall receive one.
I'd say some small infractions would get the 'professional courtesy' wave off, but a righteous violation (excessive speed, DUI, etc.) will usually yield a ticket/arrest no matter what.
