Gas leaking from odd post next to filler neck on gas tank.

Gas leaking from odd post next to filler neck on gas tank.
Help! I have no idea what this is, how to fix it. Gas is leaking, a lot, from a plastic looking post about 1/8th inch around, tapers down a bit and extends up from fuel tank, near the filler neck into the tank. Pictures below. I cant tell if something is missing or broken, or what. The underbody covers were on, the area was protected and nothing else looks damaged. What could it be?
