W203 ECM Immobilizer Conditions

Hello All,

Apologies for a No Crank No Start post. After reading every post I could find related to the w203 starting system, I think I have tried everything described; if anyone has a suggestion or can point me toward a more detailed reference for the system, I would appreciate it. My question is:

Aside from the TCM, ESL and EIS what else would prevent the ECU from deactivating the immobilizer?

Car Details: 2002 C320 Wagon 60k
Issue: Intermittent no crank no start under random unrepeatable conditions has developed into total no crank no start
When inserting key, ESL unlocks, dash lights as normal, able to turn key to position 3 with no crank.

After reading every post I have found here and elsewhere this is what I have checked/tried:
Battery Voltage 12.4v
Fuses 31,52,57 all checked (and every other front and interior fuse)
Stater relay checked good but swapped with new one just in case
Jumping the relay runs the starter
On the scan tool I have start authorization from the Trans (Reading in park) with cutout reading open. I am able to change gears when applying brake and can read gear change on scanner
EIS/ESL Reads as follows:
ESL Activated: Yes
ESL Initiated: Yes
ESL Personalized: No
EIS Is activated: Yes
EIS Initialized: Yes

ECM Reads:
196 Start Enable: No
197 Status If Drive Authorization: No
199 Immobilizer: Active

I removed the ECM, EIS and sent them to Mercedes Specialist to clone ECU and bench test the entire system. Eprom was swapped to a donor ecm and the whole system bench tested. I had new key made at the same time just to cover all bases. The whole system is back and installed and no change to the no crank no start. I still have imbolizer active on the ECU.

This leads me to my question:

Aside from the TCM, ESL and EIS what else would prevent the ECU from deactivating the immobilizer?
