Stuck bolt on the engine block

Hello,

Any tips to take a bolt like this out?
My father in law tried to weld a nut in the bolt... and it ended up pretty bad lol.
I´ve been trying to cut it with a chisel but its not working very good.
The bolt is the OE A117 997 02 30 btw.

It is a coolant drain plug, something like that.

90 VW Corrado g60, 07 New Beetle Vert triple white & 09 Escalade ESV Plat LOL!
I had a steel bolt broken off in a super rare gruppe N alloy supercharger on my Corrado g60. After drilling it, the ez out broke off inside. Called the rebuild shop and two weeks later they got it out using their CNC and 8 bits.

When I got it back I told the story of that nail biting experience to a machine shop guy. He said what they’re doing now is shooting a quick shot from a plasma cutter into the stuck bolt to liquidate the center.

The stipulation for success is based on getting access to the area, which it looks like you have. The machine shop is covered by a highway now but I would assume Google would lead you to a pro that can zap it out.
