upper part of the Light dial does not illuminate??

upper part of the Light dial does not illuminate??
I noticed that the lamp dial to the left of the steering wheel has no illumination showing the upper P, O, A positions even when the lights are on? but the lower fog lights positions do have illumination??
this normal?

The knob itself has a bulb in it which isn't much use.
