Paypal had to reset my limit so they made it harder for me: they moved my limit to the day I first recieved money... 24 Oct. A-holes.

Correct.
Quantity is per pair, so quantity = 1 means 2 LEDs

Quantity = 2 for eyelids
Quantity = 1 for license plate
