Rear fender flare?

Rear fender flare?
So what is the deal with the rear fender flare I have been seeing on eBay?
They are just a couple small pieces of painted plastic or carbon fiber that's stuck aft of the rear wheel well opening.
I know that some of the air from the rear wheel well is directed through the openings in the rear tail lights to help in aerodynamics, but it doesn't look like they would do that much. It's also not well integrated with the car and looks like an afterthought.
Who's idea is it anyway?
