Fog Light Aim

So I've been starting to drive a lot more often in the evening before it gets real dark with just my fog lights on. One thing I noticed is that the right fog seemed to shine a bit more when I was behind cars so I pulled my car up to a white surface at night and put just the fogs on. The right aims at least a foot higher than the left! I got a philips head screw driver and I lowered both fogs to their lowest aim respectively (C300 Luxury) and still the right aims so much higher!

Any ideas?

I'm not sure whether this help but try re-installing your bulbs. It might not have been installed properly.

Audi A4 1.9 TDI 2002, MB C200 CDI 2004, MB C220 CDI 2009
I think is normal for left drive wheel cars to light more (higher) on the right side.
Is same for the head lights.

It's VERY significant though, I understand it's not to blind the oncoming traffic but this is just insane, I'm gonna re-install it once it stops freaking raining
