lol! the only kit i could see this guy winning with is either HPA (expensive), MTM (not nearly enough HP as HPA but hella expensive), or a C2 turbo kit (more reasonable) and thats about it. a STG 1 chipped GTI W/intake would walk a R32 from the line to top end easily! on a daily basis. right now they dont even offer enough NA support mods for the MKV R32 to even push it over 300 crank HP.
i only know of one R32 that would destroy a new C63 and he lives in my Dorf in germany, ABT hooked him up with some killer turbo kit when he bought the car. He, or his father is hould say is crazy wealthy so VW just gave him what he wanted.

I had a mkv r32 with milltek exhaust, and my current complete stock q5 3.2 feels even faster... of course the handling on the r32 was more precise, and the body roll on the q5 is much more uncomfortable in comparison...
but... my c63... i don't even know how to compare the r32 that i had to my c63... 5 cars ahead? i don't even know whether a r32 can see the c63 tails...
i think the c63 driver that you met was probably talking on the phone! or messing with the comand? or... or... busy laughing at someone

all gtis are fwd, that was a one off car made by vw that was rear wheel drive, using the w12 engine from a bentley conti gt and the rear axel from a laborghini gallardo. it does 360s whenever you take a corner in it.
