No way to tell, as far as I know. Never heard of them. Who makes them? Where have they been tested and evaluated?

Why skimp on tires? They are the only contact your car has with the world...get the best you can afford. Tirerack.com has great information on testing and owner surveys. I suggest learning a lot more there and then deciding.
