Maybe a silly question but ....
In the case of my wife's car, it would flicker the eyelid (not turn turn signal, which is what turns on for parking lights) when turned to 0 (off).
Maybe if you turn off the automatic light feature through the instrument cluster it will fix the problem. By default, the car always has the lights on automatic mode, even if you turn the dial to off.

Has anyone else out there had this issue and found the root cause?
I had found the fuse box in the engine compartment and popped it open however it doesnt list what fuse is for what component ....... would anyone know where i can find this ? Owner's manual doesnt indicate it either

Thank you in advance !
