Yes, the W204 horns are inadequate. Part of the problem is their location but that changing to something better would not be easy due to mounting them.

Go to www.griotsgarage.com where they have a couple of good horns and you can listen to them. I like the air horns best but where would they fit?

Yea, I saw that they're located at the bottom of the bumper and it seems they are facing downwards? Actually I'm probably gonna run Hella Supertones, had them on my WRX and loved them, pretty slim design too.

However, in all honesty, I haven't looked yet but I wonder if you can just rotate the downward facing horn to a horizontal position.
