Brakes Noise

I understand our brakes are not supposed to be 100% quiet all of the time, but recently changed all four rotors and front and rear pads now on slow movement when my foot is barely on the brake and car is moving slowly there's a popping noise and doesn't feel like its braking like it was before the change.. any ideas ? brake fluid flush was done at 44k now its at 63k miles

Did you "bed" the brakes? You don't really apply pad to rotor, you stop with pad to "pad material" on the rotors.

Bedding applies the pad material on to the rotor.

its been about a month and the Service advisor stated the tech drove it to get ride of the rotor material on there and stuff. not sure what that means .
