Is it expected that MB keeps the voice command buttons on steering wheel?

I'm picking up my 2013 C300 4Matic tonight (excited!) and noticed on the weekend when I checked it out that it had the voice command buttons on the steering wheel but I don't recall the option even on the car? Why would MB still keep those buttons on there? Is it expected or do I really have the option? Such a tease if they just threw it on without the feature.

Hey congrats on the car, it's fantastic. I picked up my '13 c300 on Monday, the 4th. I ordered it without a navi package. However, the voice command button is still there on the wheel. It's useless to me lol, it does nothing. If you've selected the navi package, then the button will work.
