why would someone pay 650 when tire rack has them for 370 and locally you could find them for 400?

Why so low? Tire rack, discount tire, etc say its worth 650? These are brand new still in original packaging. Obviously not going to get 650 for them, but I never heard of someone buying brand new good tires (set of 4) for 300.
