Help: Are my brake pads broken?

I bought Akebono brake pads online and I received this:

You can see two are chipped while one seems okay... Is the chipping means they are broken? I don't know why I had three in my box when I ordered two... And they didn't come with the sensor when it says on the box it usually comes with... What is your opinion? Should I return this???

Where they individually sealed in plastic? They should have been.

You make a good point, they were not sealed. The sealing was next to it and it didn't come with shims (if that's the name for the sensor connector).

I would return them. How come they looked either used or someone tried installing it and gave up? Plus a set of brake pads is supposed to be 4 pads, 2 for each wheel. Also, akebono pads do come with the sensors. It's a small wire about 3-4" long.

return them, those look used/damaged. new brake pads shouldn't have any chips and the surface shouldn't be messed up like that
