Has anyone used this for our foglights:

Do you know if it's substantially brighter than regular H7 halogen bulbs?

yes and yes! i needed a resistor from ebay to avoid error messages though.

do i need a resistor for this? I've installed, it flicker then died, but it wouldn't turn on. I bought another pair, same thing.

yes you need a resistor/adapter like me. costs around 10$ on ebay
