My car has started shaking a bit when i hit 45 mph till about 70 mph. but whats weird is that it doesn't do it on newly paved roads. Not sure where i should start? Wheel Alignment? re-balance my wheels? not sure what the issue could be or where i should start. Thank you in advance.

Your title says steering wheel, but your post says the car...different potential issues. Steering wheel vibration is usually out of balance front wheels. But, a reasonable first step is ensure proper wheel balance. Alignment problem would create a pull to one side.
