19" tire question

1. If a wheel is warped/bent, depending on the severity it is possible to take it to a shop and have them try to fix it. However if the wheel is in bad shape you will be out of luck. Issues like this can be common on wheels your size with low profile tires and rough roads.
2. When you say fairly cold in the Winter how cold are we talking? I believe generally Summer tires lose a lot of their grip/performance when temps start to drop 40 degrees in under. If you're talking consistent 50+ degree weather and no snow you should be okay.
3. Summer tires, especially Michelin Pilot SS's tend to not have a lot of tread life. Check Tire Rack for specific mileage but most Summer Tires wear much faster than All Season Tires if you are keeping them on all year round. As far as handling a real Summer performance tire will out perform any All Season tire in warm weather.
My suggestion, look for a shop that can possibly look at the wheel and see if it can be fixed (because this air leak issue will exist no matter what tire you put on it). And if you aren't getting any snow or ice in the Winter get some Michelin AS/3 All Season tires or Continental DSWs and you should be fine.
