Unplugged hose on engine


This morning I removed the cover on my engine and noticed that the hose pictured was pulled out form the tube at the top. Is it normal?

What does it do?

Been driving the car for 6+ months without knowing it was unplugged.

Maybe it popped off, its hard to tell from the pic let alone just a single one.
