Determining HID or Ballaster

I was wondering if any one can determine whether not if it's the bulb or ballaster. I have sense need to try swapping bulb to rule out the bulb but currently raining. It's not good to work with electrical when raining.

Any ways it's all custom the ballaster and lights made by Supervision HID H7 8000K headlight. The left/driver side died today this morning and got a check light notification on dash. I believe it was working when I left. So I pulled over looked and see if the warning light wad correct. So I pulled into a school to get a better analysis and it was doing a very faint flicker. Then, after 2 min it went completely dead.

My theory it's the bulbs because it looks like it's getting power but salt and gas mixture might have ran out.

The light was completely black inside. Must have failed. I think I solved it buying new lights now
