AC fan speed automatically changes itself

This does not happen all the time, typically only when it is really hot outside and car engine has not been driven for a while.
Upon turning on the car, if I right away pressed the "max AC" button OR turn AC on with highest fan speed, the car automatically adjust the fan speed to low. The system does not turn off or show me the speed is low, you'll only notice by the air flow being weak/quiet and not strong/loud. This goes on for about 5 minutes before the fan speed automatically goes back to desired speed.
Does this happen to anyone else and is it normal? Thanks.

On my 2009, when I first start the car after parked in the sun, it will blow on max cool when set to auto for a few seconds until I put it in reverse, then it goes to a lower setting until I put it in drive. Always thought it was weird....not sure if there's a problem.
