Keep it on, from the looks of it, the "cone filters" don't seem to be doing a good job at filtering dust, if you really want to keep your cone intake, (stock setup will get more cold air) then so be it, but leave that and your engine will thank you long term.

That could be old debris. You're supposed to take it out.

Supposed to take it out the whole point of a cold Air intake is to get less air restriction
