Can this SRS failure code be caused by worn seat belt buck

Hello, new member here.
My girlfriend's 2010 C300 has an SRS warning on the dash console, with the message along the lines of "passenger side airbag malfunction".
I took it to my mechanic (independent), his scanner showed the code 9CC9 (which may or may not be specific to the scanner itself),
with the accompanying message "passenger side seat thorax squib 1 cirquit open".
Question: can this message be caused by a worn seat buckle assembly?
