Is yearly services recommended?

I have a C350 that I do not drive much, probably around 4,000 miles a year. Is it recommended that I still take my car in for service every year when service light comes on or it safe to wait till I hit more mileage before taking it in?

The service interval is based on time as well as mileage. You will still need yearly services, even if you do not drive many miles. So yes, take it in.

In some ways, not being driven is harder on a car than being driven. Moisture condenses in the engine and doesn't get boiled off regularly, for instance, which is one reason oil needs to be changed yearly.
