I would say yes. It’s basically a barometer and it’s reading about what would be expected at Dallas’s altitude of 450’ above sea level. Sea level pressure is 101 kPa and you get 99. I don’t know of any way to actually test it.
It’s job is to tell the ECU whether you’re driving in the mountains or not so it can adjust the fuel/air mixture and timing. When mine failed, it read some impossible value like 15,943 kPa. The engine went to open loop, the CEL came on, and the fuel mileage decreased dramatically because of the impossible value.

Because of the annoying sound of the over boost, I change shift to 6 gear and then to 5th gear which is the most comfortable if I am driving under 60 miles per hour.
I removed the MAP sensor completely to leave the hole open and relieve some of the backed up air pressure. I can not tell if it is working
