Broken Air Flap Lever - Fault Code 0521: why remove the entire manifold??

Scanner shows OEM Fault Code:0521 The charge movement flap (Cylinder Bank 1) has a malfunction
Plenty of YouTube advice for this easy fix.
I can see my broken “intake manifold air flap runner lever” by removing the front engine cover and looking down behind the smog pump. It looks like I could access the single screw just by removing the pump and all three vacuum actuators. I’m thinking it’s possible to replace this see-saw thing with a $10 metal one from eBay without removing the whole top of the engine.
Has anyone ever tried to do that? All the videos show techs replacing the entire manifold, or at least removing it to fix the problem. I think I could cut 4 hours out of this job.
