That bolt looks to be in great condition. I just got done spraying fluid film and surface shield all under mine to help with rust prevention. I sprayed the axle bolts in case I ever need to get them off.
I cleaned the rims while I had them off so removed the center caps and snapped off one of the tabs. Probably because its cold out. Used some super glue then alot of hot glue to put the tab back on. Actually worked and it went back on without breakibng again. ordered 4 more anyways.
Like mentioned put the wheel on then try with a large breaker bar or a good impact wrench.
Or you can have someone out they foot in the brakes and do the same thing.
