Does the 2016 c450 have media register to copy files onto a hard drive (Audio 20 base system)?

no. COMAND is required for media register.

Only command has a hard drive. The regular system does not.

There's no audio advantage in using the register. CD rips to it are automatically converted to MP3. Back before USB drives and SD cards had the capacity they have now, it was nice to be able to put all of your CD tracks on the register rather than carting around a bunch of discs. Now it makes more sense to put them on an iPod, or USB/SD.

Use lossless files on your iPod for better sound quality.

Yeah, if you have actual CDs on hand, ripping them in lossless ALAC in ITunes is ideal. Although they're large files, so grabbing one of those old 128GB IPod Classics on EBay might be a good idea if the library is big.
