how do i remove the part i marked in the Picture,the grill is still on the car.

You don't, I'm afraid. That is all one piece. What is it you're looking to switch from and to?

isnt the chrome piece a separate piece,i want to Paint it black.

Why bother? just wrap it. So much easier, and reversible.

I was mistaken. The chromed plastic, gray plastic, and black grille material are all separate pieces. You would need to remove the bumper to get the access you need, but you should be able to snap the components apart with some simple tools and a lot of patience.
