You can try buffing it if you have a polisher but looks like you went through the clear coat and on to the paint.
Perhaps, it's call for a new bumper. I seen some AMG style for few hundred in ebay but needs painting and install after.

Get another quote - you can use Glass Cleaner and a microfiber rag and rub it down hard to remove any of this from paint transfer - but yes it will need to be repainted

I live in Vegas and we have a couple shops that work specifically on bumper repair only, their prices are lower than a body shop. Search locally for bumper repair, maybe there's similar shops where you live.

If you can run your nails through it and you feel it tug.. you need to have it completely sanded and repainted. Try Macco if you have them around to see if they can help. In the end, if you can feel it, buffing will not do anything as that would mean the scratch is pass the clearcoat.
