High speed noise nightmare

High speed noise nightmare
Hi guys, I've been having a nightmare trying to figure this noise out. I took it to the dealer as well as an indy mechanic and they could not figure it out.
I will attach a youtube link to the video of the noise. Sounds like a police siren, most notable at high speeds 60+, It is also present while cruising, but the noise becomes higher pitched if I press on the gas before the car actually accelerates. Louder with the windows down as I show in the video.
Any leads would be very much appreciated.
