I want to activate nav on a recently purchased 2021 c300. Vin# W1KWF8EB7MR603942

Yes is possible,
Although your car does t have Option SD card navigation, you can ask any dealer for something like "Navigation Map for Mercedes NTG 5.5 Audio 20 V11 2023/2024 A2059062607" - not necessary this code as this is for EU models.
This is the start - Initiation Card. After applying it, you can use the Update SD Card from dealer as well.
Anyway, your car has already activated:
