funny sound when turning on engine

funny sound when turning on engine
Every now and then when i turn the car on i hear a funny sound from somewhere near ac vent (I think). I belive this sound to be the churp? Sc belt slipping or am i wrong? AC not on by the way 
Its like a ee eee sound then thats it.
Car has 3.7km now and i get alot of soot on the exhust pipes every time i go out for a spin, i notice build up after i have cleaned them, after one or two days.
This normal? or sign of sc belt?
I use super ultra unleaded fuel (i know names is funny ), which is kuwaits best fuel at the pump stations that i am aware of.

My car does not have a LOT of soot, which is simply the fuel's carbon burn, but there is some accumulation regularly. I believe this is normal, but others can confirm/disaffirm.
