Let me ask one more time-Lowering via Star
OK, I have found an independent shop with the STAR system and they have agreed to try to lower the car. I want to make it work this time....
The dealer tried it. It lowered but did not stick.
What do we do to make it stick???? Do we put in a special country code?

They Might have lowered the car via the Star and Forgot to save the changed settings..as the changed settings must be saved otherwise the car WILL return to the stock setting

I also think they just didn't save it. There is nothing you need to do for it to stick, since it is the setting. If your independent is willing, but does not know how, then just plan on putting in some time. STAR lowering needs to be done right, since there is some settling to do. It will likely take them a few hours the first time, but then they will know better what they are doing.
