I installed a set of H&R springs, and during the reinstall the black retainer piece that holds the top of the strut to the strut tower does not go low enough to tighten. It hits the top of the strut before it it hits the strut tower. And because of this when I turn the the wheels the struts move forward and backward. Any help is greatly appreciated.

That is perfectly normal. The black steel piece will not tighten down against the rubber part. Seems odd, but that is the way it is.
