Center vents, middle blue dial?

I don't think that's what it does...
When I was driving this morning I had the heat on, but cold air was still coming out of just the center vents. When I turned the blue dial all the way down warm air started coming out of the center vents.
I just don't understand what the purpose is

It's for the AC. If I remember correctly it brings in "fresh cold air" I don't remember exactly what the manual says.
Anytime you run your heat, you need to close it. Anytime you run your AC on a hot day, open it.
