I noticed my front brakes do not have shims and makes clicking noise from reverse to drive, do I need the shims? And do the pins need to pushed in flush or flat to the calliper. I noticed pins not flush or pushed in all the way,

I think that the pins not pushed in all the way, but I just not to sure, and don't want to force them in or break them
