Who makes the best drag slicks for the C32 (on 17" wheels)? Where to buy and how much?

I think what you're looking for is a pair of drag radials.Nitto and BFG are two possibilities.
A true slick for dragracing is usually bias-ply construction.You may have some extremely weird handling characteristics with them if the front of the car is using radials.I'm not even sure if 17" true drag slicks are even available.
