just reading the "raced on the turnpike" part makes me cringe if you're talking about either the PA or NJ turnpikes which are infested with cops... I got caught under aerial surveillance about a decade ago...

The DMV Department of Motor Vehicles (at least here in CA).
I wonder if some of the plates are actually seen or just heard about on the internet b/c the DMV asks you specifically what your plate means. I can't see the DMV approving some of the plates that I've heard others say they saw.
