1999 C43 Fog Lights

1999 C43 Fog Lights
Can someone tell me if the C43 has fog lights as part of the headlight assembly or is the driving lights (below) considered to be the fog lights?
I never noticed, but trhe high beams are located separately from low beam housing and the fog lights are located in the low beam housing. When I pull the light switch out one or two notches, the fog lights do not come on, but the lower driving lights come on.
Any suggestions.

All W202 cars have fog lights built into the stock regular headlight housings. The C43 has a bypass wiring harness that takes the wiring from the headlight s and feeds it to the fog lights in the bumper. On my C43, I wired something similar to the C36 because I felt the bumper fog lights were inferior. So at the first click, my bumper fog lights came on. At two clicks, the headlight internal foglights were used because these seem to perform much better, despite not being lower.
