C43 normal to cut off at 4000 rpm in neutral?

Is it normal that I can't redline the engine in neutral or in park?

Yes, stock limiter. Need a tune to remove it.

One of the most harmful practices is to free rev (high rpm) an engine in N. For years, many auto and motorcycle manufacturers have limited rpm in N for that reason. Under load and with engine oil (not just coolant) properly warmed up, rpm isn't an issue.

Put the Car in neutral in sport+ while coasting at 25-30ish, it'll go past the rev limiter and go pop pop pop
