The VIN decoder will tell you for sure on a specific car, but yes they generally do at least with the Multimedia package, because live traffic data is provided by SiriusXM in the 2018 and older models.

My 2018 C43 has it standard. No multimedia package. Just checked the window sticker and it’s a standard feature, at least on the coupe.
