The angle that you take it from the front helps a little. you can make some basic photo adjustments (whites/highlights) if you have a heap of glare. depends on the situation though.

didn't do anything in this particular photo specific to reducing glare from the headlights.

I have a lower angle shot which I did do a few more adjustments to do reduce the glare. Can post that up as an example if you want.

aperture wont cut down glare so to speak, it might change the look of lights (ie smaller aperture will give you a more starburst look, at a longer exposure/higher ISO) however if you really want to deal with it properly you would just take a few shots at a lower exposure (without the glare) and then just work with some layers of shots at a "normal" exposure.

depends what you want it to look like at the end of the day.
