Any ideas on how to allow a passenger to watch a DVD while the car is moving more than 3 mph would be appreciated.

Bring it to a car audio/video shop and for a few bucks they should be able t chip/unlock it for you

No they can't unfortunately. Only 2 companies make the DVD In Motion Kit. "NavTV" and "MidCity Engineering"
