where can i get them besides the dealer, and how much are they?

I think he means brake pads. I would suggest ebay, or a local aftermarket shop.

Are the wipers just the rubber elements (i.e. inserts)? Or changing the whole blade?

I'd think there is a better aftermarket option available for the C63 brake pads as compared to OE pads, but don't know for certain.
