This subject is a little controversial. Some tuners claim they can do it while others claim it's almost impossible (or at least impossible through the ECU). Generally, however, you'll get a "fresher" and more crisp response from the car with a regular ECU tune. But to truly increase shift speed, you would need to tune the actual TCU. MHP had claimed they increased shift speed substantially, but after many controversial threads, they were banned from this site. Shortly after, Powerchip claimed to do the same thing through an ECU tune, then a bunch of other smaller shops followed. You should do a lot of research and read a lot of threads (at least on here) before going forward with this, as one small mistake or incorrect tune of the TCU, can cause damage to your tranny. The TCU tuning is not generally as forgiving as ECU tuning. Do a search under username MHP or TCU tuning.
